Challenge
Seeing how education policy is shaped differently across geographies, Instructure asked Clarity to help compile research into understanding better how funding is organized and distributed and the role and responsibilities decision makers have at different regulatory levels (e.g., city, region, country), to better understand the budgeting and planning cycles, the effects of macroeconomic policies and trends, and opportunities for market growth and product specialization in different geographies.
Solution
We looked at how various countries are experimenting with unique funding models to address education labor shortages as well as how ministries of education are leveraging digital transformation strategies to identify investment opportunities. Our research summary identified the key challenges and funding models, and provided sales strategy recommendations for a variety of centralized and regional governments looking to improve access and effectiveness of their education systems.
By exploring topics such as leadership-driven empowerment strategies aligned to national policy priorities, our research helped Instructure look beyond superficial data trends to see in more detail the ways procurement policies and funding stream define education market opportunities outside of the United States and Canada.
